It's the surreal and unfathomable monsters that are the most fearsome. There is nothing scary about a Dr Who monster because it reveals itself completely: It looks like a man in a suit.

Oy! There's a monster in THE HAND OF FEAR that just looks like a walking hand. And then later it turns into a... girl in a suit!

Well, it scared me.
